Fuller Normal is accepting applications for FREE
4-year-old kindergarten!
Before proceeding make sure to have the following documents ready to upload. You can save them to your computer or phone, or use your phone camera to take a picture and upload it into the application.
You will need these documents to complete the application:

Child's Certified Birth Certificate - Must be four-years-old on or before September 1, 2025 (Birth Certificate exempt for children under DSS Foster Care)

Proof of residency: Parent or guardian's current SC Drivers License or state issued ID card. (Address does not need to match application address) A utility bill or signed rental/mortgage agreement in the parent/guardian's name may be used. A piece of mail does not validate proof of residency.

Proof of income ** If enrolling in Daycare **: Child's Medicaid card or Letter of Eligibility from Medicaid OR family SNAP card OR household income documents (2024 W-2 or 1 month current paystubs or your 2024 1040 tax documents if you are self-employed) for all parents/guardians on the application.

If child is in Foster Care, you will need to submit DSS court documentation showing guardianship

5K - 3rd Grade
Admissions Quality preschool, plus child care for the whole family
Siblings of four-year-olds enrolled in the First Steps 4K program now qualify for child care and after-school scholarships thanks to a partnership between SC First Steps and the SC Department of Social Services. This scholarship program also covers all before-school and after-school care for First Steps 4K students.
Choose a quality pre-K experience for your four-year-old, plus child care for the whole family. With First Steps 4K, your child can attend a free full-day four-year-old kindergarten program at one of over 250 locations in South Carolina. Options include licensed child care centers, charter schools, and private schools.
First Steps 4K also qualifies your family for child care scholarships through the DSS Child Care Scholarship program. These scholarships cover extended care for your First Steps 4K student, as well as child care and afterschool programs for siblings up to age 12. You can use these scholarships at any child care or after-school program in the ABC Quality program. To apply, first complete the First Steps 4K application. You'll receive the scholarship application after your First Steps 4K application is approved.
